Enhancement of Public Reporting and Stakeholder Engagement

“The successful implementation of HEU-LEU Contract proved that commercial interests might serve the highest goals and support significant national objectives. I’m sure the HEU-LEU Programme implementation model will be successfully applied in any other joint projects.”

Philip G. Sewell, Senior Vice President of the United States Enrichment Corporation (USEC), November 14, 2013.

In 2013, ROSATOM completed its pilot project concerning the development of a sectoral public reporting system (hereinafter referred to as “the Project”), where JSC Techsnabexport took part as one of the key organisations, i.e. “an organisation whose activities are essential for positioning ROSATOM in Russian and international markets”.

Over the Project years, the Company:

  • developed a fully-featured public reporting system, i.e. the Standard and the Regulation (which are regularly updated), and the Public Reporting Committee and the Stakeholders Commission, which includes, among others, officials from the Ministry of Economic Development of the Russian Federation (MED of Russia), the Ministry of Foreign Affairs of the Russian Federation (MFA of Russia), and the Federal Service for Technical and Export Control (FSTEC of Russia); and
  • worked out and implemented solutions that were subsequently used successfully by other Project participants29. Provided that all established requirements for formats and processes of the public reporting are met, they allow for optimising expenditures through their implementation.

As per the decision of ROSATOM management, JSC Techsnabexport, along with JSC ARMZ, JSC Atomenergomash, JSC Rosenergoatom Concern, JSC NIAEP, and JSC TVEL, will continue writing public reports in the integrated format.

Beginning in 2009, the Company published its annual reports not only in Russian, but also in English, which is necessary for a foreign trade company whose key stakeholders are dozens of foreign utilities; these utilities are the consumers of the Russian uranium product supplied by JSC Techsnabexport.

29 For instance, so-called “face-to-face dialogues” within one day, discussion of the draft Report Concept remotely (through an inquiry), and the choice not to use services of external consultants to write the body text of the Report.
